We're currently living in a society where people are giving rapists excuses for their actions, including the government. This poster is just adding another excuse for rapists to have so their actions are 'justified' and in this case on how much the victim has to drink. Rape isn't determined by the victims state of mind or way of dressing, its someones conscious decision to violate, abuse and scar them for life. Its also a conscious decision if you see someone in a bad state to help them find their friends or get them somewhere safe, yet that doesn't seem to be something that the NHS is trying to promote instead its victim blaming and adding more fire to todays frankly sickening and unbelievable rape culture.
What makes this even more disgusting is that the NHS is funded by the government. Which means that multiple people (maybe even hundreds) in the government approved this and was happy to preach further that rape is once again the victims fault and teaching people on ways not to be raped rather than simply teaching not to rape. Its even been released that an NHS spokesperson "doesn't see what the problem is"and that is just making this entire situation even more sickening and clearly showing that the NHS doesn't understand the real problem.
